According to NRC regulations, permanently shutdown nuclear plants must submit a Post Shutdown Decommissioning Activity Report (PSDAR) after ceasing operation. The PSDAR notifies the NRC of the
utility's method of decommissioning. the PSDAR provides a description and schedule of planned activities, a cost estimate, and assurances that regulatory guidelines that protect the environment will be
followed. No major decommissioning work can be performed until 90 days after the PSDAR is filed. This period of time is reserved for public comment and meetings on the PSDAR. CY
submitted its PSDAR to the NRC in August 1997, and a public meeting was held on October 27, 1997
